rawurldecode -- Decode URL-encoded strings

rawurldecode ( string str )
Returns a string in which the sequences with percent
(%) signs followed by two hex digits have been
replaced with literal characters.

Note:
rawurldecode() does not decode plus symbols ('+')
into spaces. urldecode() does.
